Hello Salman. A valid Russian tourist visa generally allows you to travel within the Russian Federation, but travelling to Luhansk is a separate practical and security issue because the region remains close to active hostilities. Entry may involve checkpoints, document inspections and temporary local restrictions, and transport routes may change. Before travelling, you should confirm the route and current access rules with the Russian Embassy or Consulate that issued your visa and with the local Ministry of Internal Affairs office in Luhansk. Carry your original passport, visa, migration card, medical insurance and migration-registration document. If you stay at your friend’s private address, she normally must arrange your migration registration; a hotel usually completes it automatically. Do not enter the region through Ukrainian-controlled territory or any unofficial checkpoint.
You may legally marry a Russian citizen during a three-month tourist visit. Under Articles 11 and 156 of the Russian Family Code, the marriage is registered personally at a Russian civil registry office, known as ZAGS. Normally, the marriage takes place no earlier than one month after the joint application is filed. Registration earlier than one month is possible only where ZAGS accepts a genuine valid reason, and same-day marriage is reserved for exceptional circumstances such as pregnancy, the birth of a child or an immediate threat to life. A short visa or return ticket alone does not guarantee expedited registration.
You will normally need your valid Pakistani passport, a notarised Russian translation of the passport, a recent certificate confirming that you are unmarried and legally free to marry, and, if you were previously married, the divorce certificate or former spouse’s death certificate. Pakistani public documents should be apostilled before use in Russia and then translated into Russian with notarisation. Pakistan’s Ministry of Foreign Affairs lists an unmarried certificate and unmarried-status documents among the documents available for apostille, and lists the Russian Federation as accepting Pakistani apostilles. Your future wife will need her Russian passport and, if previously married, documents confirming termination of the earlier marriage. The precise list should be checked with the particular ZAGS office before you travel, because they may require a certificate issued within the previous six months.
Three months is normally enough if you prepare and apostille all Pakistani documents in advance and submit the application shortly after arrival. Marriage does not automatically extend your tourist visa or give you the right to remain in Russia after it expires. After marriage, residence status is a separate migration procedure, and you must leave Russia before the end of your authorised stay unless another lawful status has been formally granted. I can help check your documents and prepare a precise step-by-step marriage and migration plan before you travel.
